Access to reliable transportation creates opportunities for individuals and families to build stable, independent lives. ADVOCAP’s transportation programs help remove transportation barriers by supporting workforce participation, family stability, independence, and self-sufficiency. Through a variety of transportation services and assistance programs, we help people stay connected to the opportunities and resources they need to move forward.
Work N Wheels
Zero interest auto loans for work access
The Work N Wheels program helps eligible individuals obtain reliable, affordable transportation so they can maintain employment, pursue new job opportunities, and build long-term financial stability. Eligible participants may qualify for 0% interest car loans of up to $8,000 or auto repair loans covering 75% of the cost of necessary mechanical repairs, up to $2,000.
Eligibility and how to apply
To qualify for the Work N Wheels program, applicants must:
- live in Calumet, Fond du Lac, Green Lake, or Winnebago County
- be currently employed
- have maintained continuous employment for at least three months
- work a minimum of 20 hours per week
- possess a valid Wisconsin driver’s license.
To apply, contact ADVOCAP to determine your eligibility. Qualified individuals will receive an application, and once it has been completed and submitted, an ADVOCAP staff member will contact you to schedule an appointment.

Funds for Fines
Driver fines payment assistance
The Funds for Fines program helps eligible individuals regain their driving privileges by providing financial assistance for unpaid traffic and parking citation fines that have resulted in a suspended or revoked driver’s license or vehicle registration. Eligible participants may qualify for a loan ranging from $100 to $750 to help resolve outstanding fines and move toward driving legally and responsibly.

To apply for the Funds for Fines program, contact ADVOCAP to determine your eligibility. Qualified individuals will receive an application, and once the completed application is received, an ADVOCAP staff member will contact you to schedule an appointment.

Transportation Program
ADVOCAP’s Volunteer Transportation Program provides rides for seniors, veterans, and disabled individuals referred through Winnebago County ADRC and Veteran Services. Volunteer drivers use their personal vehicles to transport participants to medical appointments and other essential destinations, helping older adults and those with disabilities remain independent, access services, and stay connected to their communities. The ADVOCAP Transportation Program is funded by AmeriCorps Seniors, WI Department of Transportation, and Winnebago County.
ADVOCAP Transportation Program Driver requirements
- Age 55 or older
- Live in Winnebago County
- Valid driver’s license, vehicle registration, and auto insurance
- Reliable vehicle
Application process
To apply, contact ADVOCAP to discuss the program and receive an application. Applicants must pass a background check and complete program training before driving. Once approved, drivers receive ride requests and choose which trips they are available to provide. Mileage is reimbursed monthly.

Are you a senior or veteran in need of transportation services?
Contact ADRC to learn more.
To receive transportation services through ADVOCAP, you must be at least 60 years old and/or disabled and live in Winnebago County. Contact ADRC by phone at 877-886-2372 to obtain a transportation referral. ADRC will ask you a few questions to determine your eligibility. If you are eligible, they will then send the referral to ADVOCAP. Please do not contact ADVOCAP directly, as you will need a referral from ADRC to receive services.
