Skills Enhancement Program
Helping low-income individuals obtain the skills needed for job advancement.
The Skills Enhancement Program assists participants to access educational opportunities which will increase their income and enhance their marketable skills.
ELIGIBILITY: The program is open to adults who are working at least 20 hours a week and are at or below 150% of the federal poverty guideline.
Application Process for the Skills Enhancement Program:

- Once application is complete, a meeting will be scheduled to discuss options.

Adult Education Program
Helping adults prepare for their GED or HSED exam.
The Adult Education Program assists adults who wish to prepare for their GED or HSED exams, and also helps those who wish to prepare for college or post-secondary education.
ELIGIBILITY: The Adult Education program is available in Fond du Lac and Winnebago Counties to anyone 18 and older.

Work Permits
Work permits for the employment of minors.
ELIGIBILITY: A work permit is required before anyone under the age of 16 is allowed to work in any job with the exception of agriculture or domestic service work.

To obtain a work permit, please bring the following documentation:
- The minor's birth certificate or other proof of age
- The minor's social security card
- Written consent from parent
- Permit fee of $10.00
Proof of minor's age:
- We may accept a valid operator's license or an identification card issued by the Wisconsin Department of Transportation as proof of a minor's age. This means that we may now accept either a duly attested birth certificate, a verified baptismal certificate, or a driver’s license or photo ID card issued by the Wisconsin Department of Transportation.
For the Employer - Permit Fee Requirement:
- The employer must reimburse the $10.00 permit fee to the minor by no later than the date of the first paycheck.
- Copies of the permit go to the employer and the minor, in addition to the school district where the minor is enrolled."
