Home Energy+ Services
Households approved for Wisconsin’s Home Energy Assistance Program (WHEAP) may be eligible for the Weatherization Assistance Program & HE+ Program Services administered through ADVOCAP. ADVOCAP’s services are available to residents of Fond du Lac, Green Lake, and Winnebago Counties. Contact ADVOCAP to learn more about eligibility and processes for your service area.
Weatherization Assistance Program
ADVOCAP’s Weatherization Assistance Program is dedicated to helping low-income families have more energy-efficient, comfortable, and healthy homes. Weatherization provides health & safety or energy-saving upgrades at no cost. These improvements may include adding attic or wall insulation, sealing air leaks, adding proper ventilation, and/or replacing furnaces, water heaters, refrigerators, or freezers with more efficient models.
To apply for the Weatherization Assistance Program, follow these steps:
Step 1: Apply for Wisconsin’s Home Energy Assistance Program (WHEAP).
WHEAP providers determine eligibility for the Weatherization Program. Application processes is based on your county. See below for details.

Step 2: Contact ADVOCAP’s Weatherization Program for an Energy Audit.
One of ADVOCAP’s Energy Auditors will evaluate the home for Weatherization services.

Step 3: Weatherization Work
If the home is approved for a weatherization job, you’ll be sent a detailed list of work for which the home is approved, along with a contract. Once the signed contract is received by ADVOCAP, your home will be added to a wait list for weatherization work.
HE+ Program Services
HE+ Program Services are available at no cost to households approved by Wisconsin’s Home Energy Assistance Program (WHEAP). Contact your WHEAP provider for a referral for either HE+ Furnace Program or HE+ Water Conservation Program. *Please note that HE+ Program Services are not available to renters.*
HE+ Furnace Program
This program provides assistance when the primary heating system (furnace / boiler) stops working or is unsafe. The HE+ Furnace Program is available year-round but functions on an emergency basis from October 15th – May 15th annually.
HE+ Water Conservation Program
This program provides assistance for nonworking, unsafe, or leaking water heaters.
Application for the HE+ Program is based on county of residence. To apply for HE+ Program Services:
- For residents of Fond du Lac or Winnebago County, call Energy Services for a referral at 800-506-5596.

For residents of Green Lake County, apply through ADVOCAP by calling 920-426-0150.
Wisconsin Home Energy Assistance Program (WHEAP)
The Wisconsin Home Energy Assistance Program assists eligible households with their heating & electric bills during the heating season – October 1st to May 15th each year. Households can receive benefits once per heating season. Additional crisis funding may be available for households with a disconnection notice, 20% or less fuel remaining, or a past due heat or electric bill. Eligibility is based on a household’s gross income. ADVOCAP provides WHEAP benefits for Green Lake County residents.
