Weatherization Assistance Program
Permanently reduce your utility bills.
The Weatherization Assistance Program reduces energy costs for low-income families, particularly for the elderly, people with disabilities, and children, by improving the energy efficiency of their homes while ensuring their health and safety. The Weatherization program provides energy conservation measures to houses at no cost to the residents.
ELIGIBILITY: The Weatherization Assistance Program is available to residents of Fond du Lac, Green Lake, and Winnebago Counties. Households must confirm income eligibility with their local Wisconsin Home Energy Assistance Program (WHEAP) provider.
Application Process for Weatherization Services:
- Complete Wisconsin’s Home Energy Assistance Program (WHEAP) application
- Apply for WHEAP by calling 1-800-506-5596 or apply online: Home - Home Energy + (wi.gov)
- Once WHEAP application is approved, applicant can contact the Weatherization Assistance Program to have home/building evaluated for services.

HE+ Furnace Program
Repair unsafe or non-working heating systems.
The HE+ Furnace Program is a year-round program that provides assistance to eligible low-income Wisconsin households when their primary heating system no longer provides heat, is inoperable or becomes unsafe. This program is available to homeowners at no cost.
ELIGIBILITY: The HE+ Furnace Program is available to residents of Fond du Lac, Green Lake, and Winnebago Counties. Households must confirm income eligibility with their local Wisconsin Home Energy Assistance Program (WHEAP) provider.
Application Process for HE+ Furnace Program Services:
- Apply for Wisconsin’s Home Energy Assistance Program (WHEAP) & the HE+ Furnace Program by calling 800-506-5596
- WHEAP provider will send an emergency referral to ADVOCAP.
- ADVOCAP’s HVAC sub-contractor will assess furnace or boiler for repair or replacement.

HE+ Water Conservation Program
Repair plumbing leaks and water heaters.
The HE+ Water Conservation Program is a year-round program that provides assistance to eligible low-income Wisconsin households with the repair or replacement of leaky or non-working water heaters, leaky fixtures, toilets and/or piping. This program is available to homeowners at no cost.
ELIGIBILITY: The HE+ Water Conservation Program is available to residents of Fond du Lac, Green Lake, and Winnebago Counties. Households must confirm income eligibility with their local Wisconsin Home Energy Assistance Program (WHEAP) provider.
