The annual winter moratorium on utility disconnections in Wisconsin ends on April 15, 2025. After this date, customers who are behind on their utility bills may be at risk of disconnection. For those facing financial challenges, the Wisconsin Home Energy Assistance Program (WHEAP) is available to help eligible households with heating costs during the heating season, which runs from October 1 through May 15. Eligibility is based on a household’s gross income, and the application process varies depending on your county of residence.
In Green Lake County, residents can now apply for WHEAP through ADVOCAP by phone, mail, or email. We encourage individuals to contact us as soon as possible before May 15.
Residents of Fond du Lac and Winnebago Counties should continue applying through Energy Services, either online or by phone.
